Prediction market Kalshi is betting high on how many gold cards President Donald Trump will be able to sell in 2025, as the program is likely to be rolled out soon. At $5 million, these gold cards will give people legal permanent residence in the US and Trump said he was the first buyer of the gold card that comes with his photo -- though he is a US citizen.
Experts think the gold card program is only possible in theory, as Trump does not have the authority to grant lawful permanent resident status in the US. The Immigration and Nationality Act lists which legal immigrants can get a green card, the permanent resident status.
Gold cardholders will not have to pay international tax and they will pay only on income generated from sources within the United States.
Commerce secretary Howard Lutnick, who is a pivotal part of the program, earlier said 37 million people worldwide could afford the Gold card and Trump thinks he can sell 1 million cards. In the Kalshi betting market, the average prediction is around 57 though the betting started with over 1,000 because Lutnick once claimed he sold 1,000 gold cards in a day.
But the gold cards are not yet live, and it is not yet known how he claimed that figure.

In the latest cabinet meeting on Wednesday, Lutnick said a single person requested to buy 10 Trump Gold Cards. “We've got so much as I travel around, the attention on the Trump gold card. I mean, it makes me very popular,” said Lutnick. “Last night, I was out to dinner, and someone came up and said, ‘Can I buy 10? And how do I buy 10?’ And I'm like, that's pretty good. It's $50 million for dinner. So, you know, it's paying for my dinner.”
DOGE, the Department of State, the Department of Homeland Security, and the US Citizenship and Immigration Services are developing a website for the sale of the Trump gold card.
